Mediação de conflitos envolvendo atores armados não convencionais: o caso do Rio de Janeiro

Resumo

Na ausência de um arcabouço teórico e prático robusto de mediação de conflitos protagonizados por atores armados não convencionais, como traficantes, investiga-se aqui como ferramentas convencionais de mediação podem ser adaptadas a esses contextos a partir da revisão da literatura existente e de um diagnóstico da produção do poder desses atores nas favelas do Rio de Janeiro. Aponta-se que iniciativas bem sucedidas aliam expertise convencional a um conhecimento local, bottom-up e específico.
