Abstract

The recognition of the Human Rights to Water and Sanitation, in 2015, by the UN, represents an important milestone for the humanitarian field, as it institutionalizes the relevance of access to drinking water and quality sewage as essential elements to human dignity and life. Through the study of the reports applying Content Analysis, five classes of analysis were identified: Social, Economic, Environmental, International and Technical, which allowed achieving the objectives of classifying the main challenges and proposals for universalization and synthesizing the governance discussion of services, in addition to demonstrating the relevance and topicality of the topic, given that universalization is still a major challenge, as will be presented in this article.
